This book analyzes the complex reality of citizenship in the city of Cochabamba, Bolivia, three years after the so-called “Water War” in 1999-2000. The authors develop an analytical framework which allows not only to apprehend the various conceptions and practices of different actors around citizenship, but also to perceive the dynamics and tensions arising from the latter. Drawing on this framework as well as on numerous testimonies, this book offers an innovative analysis of the “Water war”. In fact, the book presents the “Water War” as a struggle for the defense of social rights, particularly the right to have access to drinking water; a struggle for the recognition of cultural rights, especially the right to manage Community-based water services according to “usos y costumbres”; and, finally, a struggle for the extension of political rights, specifically the right to participate in the management and social control of State-based services. It is, ultimately, a claim for the active exercise of citizenship in the (re)construction of the “public life”, as well as the setting of democracy and plurality inside the public sphere, turning the latter into heterogeneous spaces of participatory and direct democracy.
