By remitting their earnings to the families they leave behind, migrant labourers have become a primary source of livelihoods for many of the world's poorest nations. The long-term consequences of this practice on local development are the subject of this study, based on reseach conducted in three rural communities in Mexico, India and Kyrgyzstan.

Garbage, work and societyHéctor Castillo Berthier, 2003 "This paper reviews the contribution of the book ‘The Garbage Society: Caciquismo in Mexico City’; written 20 years ago when no official statistics on garbage production were available, to the development of sustainable waste management practice in Mexico. At that time public information was extremely difficult to obtain and environmental pollution was not regarded as an important research area for many disciplines, including social sciences. The objective of ‘The Garbage Society’ was to provide a detailed description of all the stages involved in garbage disposal from the time when it is discarded, until it resurfaces in recycled products. This process can be summarized as Garbage+Working FORCE=Merchandise. The garbage problem in Mexico City is an accurate reflection of the Mexican political system that has traditionally supported corporatism in which caciques (a person who exercises absolute power over a group) play a key role. Current data are used to verify the events of that first study and through reflection on the historical process, to indicate the requirements for on-going research as a means of clarifying and categorizing the inherent problems associated with sustainable waste management in Mexico."

El mundo en un espejoPercepciones campesinas de los cambios ambientales en el Occidente de México Peter Gerritsen, Pedro Figueroa, Maria Montero, 2004 "An understanding of the current policies that conjugate the conservative interests with the develompental demands needs an analysis of the sustainable development concept. This study examines how the environmental change is perceived by a farmer comunity located in a Biosphere Reserve. We observe how the policies promoted by the globalising development tear down progressively the universe of meanings of the farmers. Thus, their particular view of the natural, productive and social cycles goes through a crisis, creating a dependence based on the incomprehension and ignorance of external factors. This analysis leads us to address some ideas for the management of protected natural areas, taking into consideration all the actors, interests and notions involved in order to achieve an integrating and communicative sustainable development."

Farmer and Conventional Perspectives on Conservation in Western MexicoPeter Gerritsen, Freerk Wiersum, 2005 Establishment of conservation areas has become a standard strategy for protecting biodiversity. Different categories are distinguished, such as those that aim at enhancing local participation. Although rapid evolution has taken place since the 1970s, stimulating participation still challenges conservationists. Understanding the complex issues impacting on participation is a first step in finding more effective methods of conservation. The present article addresses this issue by contrasting farmer and conventional perspectives on conservation. A differentiation between ecologically oriented biodiversity conservation perspectives and livelihood-oriented resource diversity perspectives is proposed. A case study from western Mexico illustrates both perspectives.

Geography of Governance: Party Alternation as a Factor of Power Consolidation for Governors in Mexico’s National Scenario?
Governors are increasingly present and active in the Mexican national scenario since the 1990s, but even more since 2000, when they began to mobilize vis-à-vis the federal executive and to build a front for defending their interests: the conago. Having developed from states’ tax and budgetary claims, the conago serves now as a platform for governors –mainly for those from the pri–, who use it as a tool to shape both the federal government agenda and national politics, though this party may no longer lead the state. The new –and relative– autonomy of state governors was facilitated by the president’s retraction within the boundaries of his constitutional powers, as a result, among others, of the succeeding victories of opposition parties that broke the twin chains of the pri’s control of the political game: the partisan and the institutional chains. However, the Mexican political system is still presidential and centralized, and therefore the conago’s influence on wide and public decision-making is limited. The future of the conago will depend on the capacity of its members to transcend the individual interests of the states they represent. In this sense, the arrangement of power after the 2006 presidential elections will be crucial.
